Towamencin Township and Montgomery County tax bills, along with Township sewer bills, are collected by Towamencin Township.
Sewer Bills
Sewer bills are issued quarterly, March 1st, June 1st, September 1st and December 1st, and a late charge of 10% will be applied to any bill paid after the due date. Unless you have signed up for Paperless Billing with Xpress Bill pay, bills will continue to be mailed. Those who have signed up for Xpress Bill pay will be notified of billings via email.

Towamencin Township Uses Xpress Bill Pay for Online Payments
Xpress Bill Pay is the premier local government and service district payment provider. The switch to Xpress Bill Pay was made to provide you with new and enhanced features like full bill presentation, paperless billing, billing history, auto pay, stored payment info, email notifications, and more. When you click the "Online Payments" button, you will be directed to the new website or you can access Xpress Bill Pay at https://xpressbillpay.com/#/?org=towamencintownship11021. If you are interested in using auto pay or paperless billing feature, you must create an online account by visiting the Xpress Bill Pay website.

Change of Address Request
Any request for a change of mailing address for sewer billing only must be submitted in writing and mailed to the Township building or emailed to: tfitch@towamencin.org.

Sewer Certification Requests
Sewer certifications are required for all property transfers and may be requested by the property owner or their real estate agent. Certifications are $25 each, and fees MUST be paid in advance. Requests are accepted by mail, email, or in person at the Township building. Requests are payable to: Towamencin Township - 1090 Troxel Road, Lansdale, PA 19446.
All requests will be returned by email within 3-5 business days, unless otherwise specified. Replies by Mail must include a self-addressed, stamped envelope. Sewer certifications are valid for 30 days from the date issued. If the certification expires, multiple updates are requested, or changes are required after 30 days, a new certification fee will be assessed. The Township charges an annual fee for properties with private septic systems; fees are lienable. Please contact the Township at 215-368-5357 to determine if a certification is required for properties with on-site systems.
The Township verifies all property transfer information with the Montgomery County Board of Assessment property records.
Township & County Tax Information
Real Estate Taxes
The Township has been deputized by the elected Tax Collector, Christian Fusco, to bill and collect the County and Township real estate taxes. These bills are mailed by March 1 of each year to the property owner of record as recorded at the Montgomery County Tax Assessors office. The bills are due within 120 days. Refer to the annual bill for the due dates. If paid within 60 days, a two percent discount is given. After the 120 days, a ten percent penalty is assessed.
The deadline for payment of current year taxes is 12:00 noon on December 31 of the current year. Failure to pay the bill by 12:00 noon, December 31st will result in a lien and additional fees against the property, and will be forwarded to the Montgomery County for Tax Claim. Delinquent taxes must be paid to the Montgomery County Tax Claim Bureau.
Real Estate taxes are the responsibility of the property owner. Tax bills will not be mailed to mortgage companies; the property owner should forward the bill to its mortgage company if their taxes are escrowed. If you do not receive a bill, it is your responsibility to notify the Township. Any request for a change in a mailing address must be submitted to the Township in writing or via emails sent to tfitch@towamencin.org, emails will be forwarded to the County as well.
The Township will not make any changes in the name of the property owner unless directed by the County. Contact the Montgomery County Recorder of Deeds for owner changes.
Interim Real Estate Tax Bills
The Township receives a list of changes in assessed values on a monthly basis from the Montgomery County Board of Assessors Office. Examples include new construction, additions to homes, swimming pools etc. These changes may result in additional billings. These interim bills do not replace the tax bill received March 1. They are in addition to the March bill. Refer to the bill for the due dates.

Partial payments will not be accepted.
For in-person receipts, please provide the entire bill. The top portion will be stamped and returned to you. The bottom portion will remain with your payment. For mail requests, include a copy of the entire bill and a self-addressed, stamped envelope to the address above. Please note: if a self-addressed, stamped envelope is not included with your request, a receipt will not be returned to you.
Credit Card and Online Payments
American Express, Visa, MasterCard, Discover Card and EFT payments are accepted at the Towamencin Township Building or online. There will be a fee of 3% plus $0.65 transaction fee. This fee goes to a third party processor and is not retained by Towamencin Township. A $2.00 per transaction fee will be applied to EFT payments.
Previous year County and Township Tax Payments must be paid through Montgomery County Tax Claim.

Year Exemption Tax Rate Tax Savings
Homestead Exemption Program
In 2000, the County implemented the Homestead Exemption Program to give a tax break to certain property owners. In order to participate, the property must be the primary residence of the property owner. Commercial properties and rental properties do not qualify. The homeowner must register with the County by December 15 for the following tax year. Forms are available at the Township Building and online at www.montcopa.org/boa. The homeowner will receive notification from the County only if the property does not qualify for participation. Once a property is participating, it will remain in the program unless its status changes (i.e. sold or rented). A new buyer is required to register with the County in order to participate.
The Township annually, as a part of its budget process, determines the amount of exemption. Participating homeowners will receive an exemption on the Township portion of their tax bill only. When looking at the tax bill, you will note a County assessed value and a Township assessed value. If the homeowner is participating, the difference in the two assessed values will be the Homestead Exemption for that year.

Montgomery County Community College millage rate (County Taxes)
In 2017, the Real Estate Tax Bills included a new revenue stream for the Montgomery County Community College (MCCC), through a dedicated Real Estate Tax (RET) millage rate of 0.39 mills.

Earned Income Taxes (EIT)
Towamencin Township assesses a tax on earned income. Berkheimer Associates collects this tax on behalf of the Township. For a definition of earned income, please refer to Berkheimer Associates.
Residents: The Township taxes Towamencin Township residents at a rate of half (1/2) a percent. Please note that North Penn School District also collects an EIT at a rate of half (1/2) a percent. Therefore, the total tax paid is 1 percent, with a half percent distributed to the Township and a half percent distributed to the School District. All residents must file an annual return with Berkheimer by April 15 of the following year. Residents whose employers are not withholding wage taxes from their paychecks must file a quarterly return and estimated quarterly tax payment to Berkheimer Associates.
Non-Residents: All employers in the Township are required to withhold 1 percent of earned income. If you live in a municipality that enacts an EIT, Berkheimer Associates will return the funds to your municipality. If you work in Towamencin Township, but live in a municipality that does not have its own Earned Income Tax, the funds are retained by Towamencin Township.
Employers/Human Resources Managers: When setting up local earned income taxes for new employees who live in Towamencin Township, please contact Berkheimer Associates to set up an account to remit local earned income taxes.
Local Services Tax
Effective January 1, 2008, the Township enacted the Local Services Tax (LST). This tax is collected by Berkheimer Associates on behalf of the Township. The purpose of this tax is to fund police, fire and/or emergency services and road construction and/or maintenance. All persons employed for any length of time during the year in the Township are required to pay an annual tax of $52 for the privilege of working in the Township. Employers in the Township are required to withhold this tax in equal amounts from every paycheck from employees and remit to Berkheimer quarterly. A refund may be requested in writing from Berkheimer Associates if an employees earns less than $12,000, from all income sources, not just Towamencin employers, for the respective year. If an employee knows he/she will earn less than $12,000, he/she may complete an Exemption Certificate and submit it to his/her employer. If you are self-employed you are required to register with the Township and the necessary forms will be mailed to you.
